The position of a Director of Cable Television Affairs within the Department of Cable Television Affairs shall be advertised in The Circleville Herald and a person employed who has the requisite training and qualifications for the position, including the knowledge of FCC rules and government policies regarding cable television and broadcasting and otherwise complies with the specifications for such position established by the Cable Television Commission of the City.
