There is hereby created a Department of Cable Television Affairs within the City to administer and supervise the cable television access channels oeprations within the City, to oversee the Cable Television Special Revenue Fund and to enforce the cable franchise, Federal and State laws relative to cable television, and provide for government, community and educational access programming.
