The Safety Director, with the advice and consent of Council, is hereby authorized to enter into contracts for supplementary service in time of extraordinary demand and/or mutual aid contracts with surrounding governmental units. Extra territorial service should be limited to such as is covered by contract or, in the event no contract exists, then only if life is immediately in jeopardy, but not merely to provide a higher level of medical care than exists in the jurisdiction at the election of the officials of such jurisdiction. Primary coverage shall inure to the benefit of the City, its citizens and those areas under contract.
