(a) The Police Department shall charge the sum of twenty dollars ($20.00) if an operator is on duty and the sum of fifty dollars ($50.00) if the operator is off duty for each test given to any individual at the request and through the solicitation of any law enforcement agency, other than the City Police Department, to determine the degree of intoxication of the individual through the use of the mechanism known as intoxilizer.
(b) The charges shall not apply to reciprocal arrangements with other law enforcement agencies.
