(a) There is hereby created the position of Pool Manager within the Department of Public Service, which is a non-union, unclassified position.
(b) The rate of pay for each employee will be established based on years of service and experience and the need for filling all necessary positions with the amount of money available in the Personal Services account to accommodate all needed positions.
