All income derived from the vending of soft drinks, cigarettes, candies and any other items of merchandise that may be vended through the use of vending machines that are now or may be installed at the City Service Garage or City Hall shall be placed in a special trust fund for the benefit of the Department of Public Service and be used by the Department for the purchase of flowers, on occasions deemed appropriate by the Department, and for the taking care of other social amenities, customs and conventions on occasions deemed appropriate by the Director of Public Service.
