132.02 BUILDING/ZONING INSPECTORS.
   (a)    Establishment of Building/Zoning Inspectors. There is hereby established within the Building Department a Building/Zoning Inspector I, Building/Zoning Inspector II, and Building/Zoning Inspector III, who shall have the responsibility and authority for the administration and enforcement of the National Electric Code (NEC), the OBOA 1, 2, and 3 Family Dwelling Code, the Ohio Basic Building Code (OBBC), the Building Officials and Code Administrators National Property Maintenance Code (BOCA), the Ohio Plumbing Code, the Circleville Building Code, the Circleville Zoning Code, and any other building codes subsequently enacted or enforced by the Circleville Building Department. Hereinafter, throughout the building code provisions, the Building/Zoning Inspector, for clarity purposes only, shall be referred to as "Building Inspectors."
   (b)    Compensation. The compensation to be paid to the Building/Zoning Inspector I, Building/Zoning Inspector II, and Building/Zoning Inspector III shall be as provided by City Council.
   (c)    Classification. The positions of Building/Zoning Inspector I, Building/Zoning Inspector II, and Building/Zoning Inspector III shall be full-time, exempt, classified positions within the Building Department and shall be paid from accounts within this department.
   (d)    Authority For Enforcement.
      (1)    All Building Inspectors or other building officials charged with the administration and enforcement of the National Electric Code (NEC), OBOA 1, 2, and 3 Family Dwelling Code, Ohio Basic Building Code (OBBC), the Building Officials and Code Administrators National Property Maintenance Code (BOCA), the Ohio Plumbing Code, the Circleville Building Code, the Circleville Zoning Code, and any and all other codes subsequently enacted or enforced by the Circleville Building Department Officials shall have authority to take all action necessary to implement, administer and enforce all of the provisions of these codes and to otherwise act on any question relative to the substantial repair, manner of construction and the materials to be used in the erection, substantial repair, removal, demolition, location, use, occupancy of any structure and the maintenance of, addition to and installation of service equipment in all buildings and structures, except as may be otherwise specifically provided for by requirements of other laws or by other provisions of the building codes. For purposes of enforcing the provisions of the above Building Codes, the Building Inspectors shall have the powers and authority of a police officer.
      (2)    Duties of the Building Inspectors or other persons designated within the Building Department shall include, but not be limited to:
         A.   Application and Permits. To receive applications and issues permits required by any codes enforced by the Building Department and examine the premises for which such permits have been issued and enforce compliance with the provisions of such building codes.
         B.   Building Notices and Orders. To issue all notices and orders and do all things necessary to remove illegal, unsafe and unsanitary conditions in buildings or structures hereinafter constructed, modified, enlarged or substantially repaired.
         C.   Inspections. To make or cause to be made inspections to insure compliance with all building and zoning codes enforced by the Building Department. To require that inspections be made in accordance with the provisions of these codes or pursuant to other provisions of the Codified Ordinances, the Ohio Revised Code, or the Ohio Administrative Code. All reports of inspection shall be made in writing and signed by the person making the same or responsible for making the same. Any Building Inspector may, when so authorized by the authority appointing him, engage the services of such experts as he may deem necessary to report to him their opinion upon unusual technical questions that may arise.
         D.   Department Records. To keep official records of all business and activities of the department he has been appointed to administer, including, but not limited to, applications, drawings and specifications received, permits and certificates issued, fees collected, reports of inspections, and notices and orders issued.
         E.   Periodic Review. To periodically and at least once each year, review all code provisions and standards for any building codes being enforced by the Building Department.
