Council shall, except as otherwise provided in this section, meet in regular session at the Council chambers at 7:00 p.m. on the first and third Tuesdays of each month. Should any holidays fall on the date of the regular meeting, Council shall meet on the day following such holiday. The Mayor or any three members may call special meetings upon at least 24 hours notice to each member, served personally or left at his usual place of residence.
