135.14 POLICE CADET CORPS.
   (a)   There is hereby established a Police Cadet Corp within the Department of Public Safety, Division of Police, the members of which shall be appointed by the Chief of Police.
   (b)   Members of the Police Cadet Corp shall be at least eighteen (18) years of age; successfully complete polygraph and psychological screening; pass a medical exam and drug screen; complete Police Academy and receive an OPOTA Certificate; sign a reimbursement agreement to reimburse the entire amount of the city's cost for training, in the event such Cadet does not stay with the city for a period of three (3) years or more after appointment; and meet such other requirements as provided for by the rules and regulations established by the Chief of Police.
   (c)   The Chief of Police shall be the commanding officer of the Cadet Corps and shall have control over the assignment, training and direction of work of the Corp. The Cadet Corp shall perform only such police assignments or duties as assigned by the Chief of Police and shall act only when in the prescribed uniform. The Cadet Corp members shall only obey the chain of command of the Police Department and take orders from all regularly appointed members of the Police Department. Cadet Corp members shall not be permitted to carry or use any firearm in the performance of his duties except that he may be taught the proper use of firearms as part of his training.
   (d)   The Police Cadets shall attend the police academy to obtain their police training and OPOTA certificate at the City's expense and upon graduation from the academy will be employed by the city as a first pay step police officer.
   (e)   The position of the Police Cadet shall be a fulltime, non-union position with the starting pay as set by Council and shall be paid thereafter in accordance with the City's compensation plan.
