135.13 PART TIME POLICE DEPARTMENT POSITIONS.
   (a)    Appointment of Positions. The Director of Public Safety is hereby authorized to accept applications when necessary to fill part time positions within the Police Department of the City to include ten (10) part time sworn Police Officers, five (5) part time Dispatchers and five (5) part time typist positions.
   (b)    Term of Service. Part time positions within the Police Department shall serve at the pleasure of the Chief of Police or until such time as a resignation is submitted by the part time employee and accepted by the Chief of Police.
   (c)    Duties. The part time employees shall perform such duties and assignments as are specifically assigned or as prescribed by the Chief of Police.
   (d)    Rank. All part time sworn Police Officers of the City shall hold the rank of patrolmen.
   (e)    Compensation. Part time employees within the Police Department shall be paid in accordance with the city's compensation plan, are nonunion, non-civil service positions and shall receive no fringe benefits or pension funds of the City or the State of Ohio, or any other similar benefits. Notwithstanding the forgoing, part time positions within the Police Department shall be entitled to any and all relief under the Ohio Workers Compensation.
   (f)    Maximum Hours. No part time employee shall work more than 120 hours per month or 1,440 hours per calendar year.
   (g)    Special Duty. Part time sworn police officers and dispatchers shall only be offered overtime and special duty after the full-time officers and dispatchers have been offered it and did not take it.
   (h)    Qualifications. Part time employees of the Police Department shall have the same qualifications as the full-time positions within the department.
   (i)    Discipline. Part time positions within the Police Department shall be under the disciplinary jurisdiction of the Chief of Police. Part time positions serve at the discretion of the City and its Chief of Police and shall not have any property rights in said employment, and may removed by the duly authorized city authorities at any time. Part time employees shall comply with all applicable rules and general orders issued by the City of Circleville Police Department.
   (j)    Law Enforcement Powers. Any person appointed as a part time police officer shall have such powers of law enforcement and arrest and authority to bear arms as are accorded to full-time members of the department of the police.
