No person shall sell or distribute on streets, alleys, parks or other public grounds of the City any goods, wares, merchandise, food products or other articles except for the following:
(a) A person selling by sample only;
(b) A farmer, poultryman or horticulturist selling or soliciting his own agricultural products or produce. This exception shall apply only to natural persons and shall not apply to farmers, poultrymen, or horticulturists who buy goods for resale, as well as selling their own produce or products;
(c) A person selling or distributing anything which such person has personally manufactured or produced, except that this exemption shall apply only to natural persons;
(d) A person selling or distributing any products, goods, wares, merchandise, food or other articles on behalf of any religious, civic, charitable, school, educational, athletic, veterans' organization, or other non-profit organization, subject to any restrictions set forth in paragraph (e) of this section relating to sales during street fairs/festivals within the City;
(e) A person selling goods, wares, merchandise, food, products or other articles on public streets and sidewalks of the City during a street fair/festival approved by City Council, within the areas designated for the street fair/festival by City Council and who is otherwise in compliance with all the terms, conditions and restrictions set forth in the rules and regulations for street fairs/festivals established by City Council; or
(f) A person selling or distributing articles or products in the City as part of a retail sales route by which he or she regularly sells articles or products in the City not less frequently than one day in every six week period.
