1509.06 GENERAL REQUIREMENTS.
   The following rerequirements concerning the installation, storage, tank capacity and fire limitations of liquefied petroleum gas (LPG) are hereby established and shall be adhered to:
   (a)   No LPG system shall be permitted in the Fire Limit Zone, as defined in subsection (v) hereof.
   (b)   All LPG tanks shall be approved by either A.S.M.E. (American Society of Mechanical Engineers), D.O.T. (Department of Transportation) or B.T.C. (Board of Transit Commissioner of Canada). It will not be necessary for the Fire Department to witness air tests on these tanks. Certification shall be stamped on the tanks.
   (c)   No tank or part thereof shall be installed or buried underground.
   (d)   Tank(s) in excess of 500-gallon aggregate water capacity (w/c), where the LPG is removed as a gas, shall be installed with two regulators.
   (e)   The installation of a 500-gallon aggregate w/c tank, shall be a minimum distance of ten feet from any building and a minimum distance of ten feet from any property line which may be built upon.
   (f)   To aid in preventing LPG leaks at the tank, piping and regulator(s) shall be installed as rigidly as possible.
   (g)   To aid in preventing LPG leaks at buildings, all piping and regulators shall be anchored to the building to prevent their movement.
   (h)   The opening going through any building wall for LPG piping shall be sleeved for each individual pipe.
   (i)   All copper piping or tubing shall be Type "K" and one-half inch maximum size only.
   (j)   All piping used between the first and second regulators on systems of 1500-gallon aggregate w/c and over shall use rigid piping of either Schedule 40 or Schedule 80.
   (k)   If Schedule 40 piping is used, it shall have welded joints only.
   (l)   If Schedule 80 piping is used, it may have threaded joints. Any threaded fittings used with Schedule 80 pipe shall be of heavy-duty type.
   (m)   Installations where tanks are ten feet or more from any building shall have all piping underground and shall be solidly coated and/or wrapped or jacketed with a plastic covering designed for underground installation with the plastic covering ends weathersealed twelve inches above finish grade.
   (n)   All piping buried underground shall be buried a minimum of twenty-four inches backfilled with sand, clean fill earth or No. 10 grits four inches minimum completely around the piping.
   (o)   Piping shall not be covered until it has been inspected and approved by the Fire Department and after having passed an observed pressure test for thirty minutes using nitrogen or other inert gas or compressed air at a pressure of 200 pounds.
   (p)   All installations shall be inspected and approved by the Fire Department. This inspection and approval also includes temporary installations. A final inspection of the entire system shall be made by the Fire Department. Under no circumstances shall any LPG product be placed into tanks until this final inspection and approval has been made and a permit has been issued by the Fire Department.
Depending upon the size of LPG tank, a test pressure of 125 pounds shall be accomplished by using compressed air (bottle or compressor) or other inert gas.
   (q)   With the exception of private single dwellings, all LPG installations of 500-gallon aggregate water capacity and over shall be enclosed within a manproof-type fence. The completed fence shall be six feet in height, composed of five-foot high chain link fencing topped by three strands of barbed wire at a forty-five degree angle pointing toward the tank. Fencing shall be a minimum of three feet from the tank(s). Other fencing materials may be used if prior approval of the installation is obtained. Plans of optional fencing must be submitted to the Fire Department for prior approval.
These same installations, when installed in an area subject to damage by motor vehicles, shall be protected by minimum four-inch hollow steel-type heavy duty posts, concrete filled and sloped to shed water, four feet in height, with a minimum of thirty inches embedded below grade and set in concrete. The posts shall be spaced a maximum distance of sixty inches apart and shall be a minimum of ten feet from the tank(s).
   (r)   The immediate tank area shall be paved or chemically defoliated permanently.
   (s)   All installations of 500-gallon w/c aggregate or more shall first be approved by submitting two copies of drawings or plans to the Fire Department indicating the following:
      (1)   The location of tanks with respect to building and property lines;
      (2)   The size and number of tanks;
      (3)   The address and name of the business for whom it is being installed;
      (4)   All piping, including the size, type (welded, screwed or flared) and fittings;
      (5)   The location of all regulators;
      (6)   Fencing;
      (7)   Fire extinguisher coverage location (3A3OBC minimum) inside the fenced area, in an approved box on a post;
      (8)   Shut off valves, including the type and location;
      (9)   Vaporizers, if any; and
      (10)   The name and address of the firm doing the work and also the subcontractors.
   (t)   The tanks are to be installed on a masonry foundation, top formed or linteled. Small tanks may be set on lintels on new or existing concrete or blacktop drives.
   (u)   After the completion of each installation, there shall be a letter from the company installing the system certifying to the Fire Department that the installation conforms to N.F.P.A. Pamphlet No. 58 and local requirements.
   (v)   All lands lying within the following described boundaries shall constitute the Fire Limit Zone:
Beginning with the center of the intersection of South Pickaway Street and East Mound Street, thence in a westerly direction to the center of Western Avenue, thence in a northerly direction to the center of Grape Alley, thence in an easterly direction to the center of North Scioto Street, thence in a northerly direction to the center of the intersection at Pinkney Street, thence in an easterly direction to the center of Watt Street, thence in an easterly direction on Watt Street to the center of North Pickaway Street intersection, thence in a southerly direction on North Pickaway Street to South Pickaway Street, thence to the center of East Mound Street, the place of beginning.    (w)   Tank capacity shall be limited to 500-gallon aggregate water capacity for installation in the following zoning districts as outlined in the Zoning Code and associated maps:
         Residential Districts:
            LDR Low-Density Single Unit Residential District
            MDR Medium-Density Single Unit Residential District
            HSU Historic Single Unit Residential District
            TUR Twin-Unit Residential District
   (x)    Tank capacity shall be limited to 1,000-gallon aggregate water capacity for installation in the following zoning districts as outlined in the Zoning Code and associated maps:
         Residential Districts:
            MUR Multi-Unit Residential District
         Commercial Districts:
            NB Neighborhood Business District
            DB Downtown Business District
            GB General Business District
   (y)    A tank capacity of 1,001 gallons or more aggregate water capacity may be installed in the following zoning districts as outlined in the Zoning Code and associated maps:
         Residential and Industrial Districts:
            MHR Manufactured Home Residential District
            IE Innovation & Employment District
