1325.10 DUTIES OF PERMITTEE.
   Every permittee under this chapter shall:
   (a)   move a building only over streets designated for such use in the written permits;
   (b)   Notify the Director of Public Safety, the Police Chief and the Fire Chief in writing at least seventy-two hours before a desired change in moving date and hours as proposed in the application, except for inclement weather;
   (c)   Notify the Director of Public Safety in writing of any and all damage done to property belonging to the City within twenty-four hours after the damage or injury has occurred;
   (d)   Cause red lights to be displayed during the night time on every side of the building, while such building is standing on a street, in such manner as to warn the public of the obstruction, and at all times erect and maintain barricades across the streets in such manner as to protect the public from damage or injury by reason of the removal of the building;
   (e)   Comply with the Building Code and all other applicable ordinances and laws upon relocating the building in the City;
   (f)   Pay the expense of a traffic officer ordered by the Director of Public Safety or the Police Chief to accompany the movement of the building to protect the public from injury;
   (g)   If located within the City, place a fence around the abandoned foundation immediately after the building is removed and within seventy-two hours remove all rubbish and materials and fill all excavations to the existing grade so that the premises are left in a safe and sanitary condition;
   (h)   See that the sewer line is plugged with a concrete stopper, and inspected by the City Utility Department and the water shut off by the City Utility Department. The permittee shall notify the gas, electric, telephone and cable television companies to remove their services if the building is located in the City;
   (i)   Place a temporary fence, if the building is moved to its new location, with a minimum height of four feet, enclosing both the new excavation and the building; the fence shall remain in position until the new foundation is constructed, the building placed thereon and the lot backfilled; and
   (j)   Place the building which has been moved onto a permanent foundation within thirty days after it has been moved to the site. All utility connections, backfill, grading and sidewalk repair or replacement must be completed within six months after the building has been moved to the site. All front lawns, rear lawns and ground cover must be planted within one year after the building has been moved to the site.
