1325.03 APPLICATION.
   Any person seeking issuance of a permit to move a building shall file an application for such permit with the Director of Public Safety.
   (a)   Form. The application shall be made in writing, upon forms provided by the Director. One application shall be filed in the office of the Director.
   (b)   Contents. The application shall set forth:
      (1)   A description of the building proposed to be moved, giving street number, construction material, dimensions, number of rooms and condition of exterior and interior;
      (2)   A legal description of the lot from which the building is to be moved, giving the lot, block and tract number, if located in the City;
      (3)   A legal description of the lot to which it is proposed such building be removed, giving lot, block and tract number, if located in the City;
      (4)   A plat plan showing where the building is to be located upon the proposed lot in the City;
      (5)   The highways, streets and alleys over, along or across which the building is proposed to be moved;
      (6)   One set of photographs, showing the four elevations of the building to be moved; and
      (7)   A sketch of the building to be moved.
   (c)   Accompanying Papers.
      (1)   Tax certificate. The owner of the building to be moved shall file with the application sufficient evidence that the building and lot from which it is to be removed are free of any entanglements and that all taxes and any City charges against the same have been paid in full.
      (2)   Certificate of ownership or entitlement. The applicant, if other than the owner, shall file with the application a written statement or bill of sale signed by the owner, a deed or other sufficient evidence that he is entitled to move the building.
   (d)   Fee. An application fee shall be paid by the applicant by certified check which shall accompany the application. An application shall be made for each different site upon which the building is proposed to be moved and shall be accompanied with the application fee for each site. No additional application fee shall be required if the application is amended to provide for a different route of travel for the same building to the same site.
   (e)   Approval of Application. The Director, after receiving the application to move a building within or to the City, shall consider the surrounding area in which it is to be located and shall consider in his approval or disapproval the development of adjacent, contiguous and neighboring buildings and properties for the purpose of achieving safe, harmonious and integrated development of related properties. The Director shall check the application and the proposed construction site to ascertain if the applicant has complied with all applicable ordinances of the City. A permit shall not be issued by the Director if the building to be moved is not harmonious with or of comparable size and value of adjacent, contiguous or neighboring properties or if any provision of the Zoning or Building Code of the City is or would be violated.
   (f)   Application Time Limit. Within thirty days after approval of the application, a permit must be applied for or the applicant will forfeit the application fee. In such case, a new application will be required.
