1319.18 FEES FOR ALTERATIONS.
   (a)    Permits. No person shall commence to proceed with the installation, alteration or substantial repair of any building or structure within the City without first obtaining from the Building Department a permit to do such work.
   (b)    Fees. All fees shall be computed by square foot per floor basis including basement and sub-basement, measuring the outside dimensions at each floor level of the area being altered. When the alteration pertains to one wall only, the area shall be measured from the center of the area on both sides of the wall to a distance of 15 feet whichever is less, times the length of the wall. When the limit of the wall being altered is not established by walls or a partition, it shall be established by a line drawn across the ends of the walls perpendicular to the open side.
   (c)    Minor Alterations. 
(1)    Residential structures. The fee for any alteration or remodeling to any one room (moving or replacing walls, floors, or ceilings) shall be the sum of fifty dollars ($50.00). Any alteration to a bathroom or kitchen involving electrical work or moving or altering plumbing in walls, floors, or ceilings requires a permit.
(2)    Commercial structures. Any alterations of buildings or additions subject to the Ohio Basic Building Code Occupancy Chapters shall require a seventy-five dollar ($75.00) fee.
   (d)    Major Residential Addition or Alteration Fees. The fees for any alteration involving two or more rooms or any room addition other than a deck or porch in a residential structure shall be the sum of one hundred dollars ($100.00). Any alteration including a bathroom or kitchen that involves moving or altering plumbing in walls, floors, or ceilings, or electrical work in a residential structure requires a permit.
   (e)    No Permit Required. No permit shall be required for painting, wall coverings, floor coverings, or repairs with no structural modifications.
   (f)    Only the work shown on the approved plans or specifications shall be included in the permit.
