(a) Permit Required. No person shall commence or proceed to install, erect, construct, enlarge, alter, substantially repair, move, improve, remove, convert or demolish any building or structure in the City or cause the same to be done without first obtaining a separate permit for each such building or structure from the Building Department using application forms furnished by the Building Department. The builder, contractor or other person having charge of the work subject to the issuance of any permit shall be responsible for obtaining all permits required by the Building Department unless the owner of the premises is serving as his own builder or contractor, in which event the owner shall be responsible for obtaining any required permits. Notwithstanding the above, the builder or contractor or other person having charge of the work (or the owner if serving as his own contractor) may delegate the obligation to obtain any permits if clearly and unequivocally done so in writing, a copy of which is to be provided to the Building Department at the time of making any permit application.
(b) No Permit Required. No building permit shall be required for ordinary repairs which are defined as non-structural repairs, and do not include additions to, alterations of, or replacement or relocation of water supply, sewer, drainage, drain leader, gas, soil, waste, vent or similar piping, electric wiring, mechanical or other work.
(c) Time Limitation of Application For Building Permit. Each application for a building permit shall have stated on its face the period of time for which it is valid.
(d) Time Limitation of Permit. Work covered by a residential building permit shall be completed within six months from the date of issuance. Work covered by a commercial building permit shall be completed within one year from the date of issuance. If requested, the Building Department may grant for just cause, not more than two extensions for a permit.
(e) Signature to Permit. A Building/Zoning Inspector shall attach his signature to every permit, or he may authorize a subordinate to affix such signature thereto.
(f) Permits Refused. No building permit shall be issued to any person, firm, or corporation who is guilty of one or more of the following:
(1) Has willfully failed to comply with a lawful order of a Building Inspector;
(2) Has outstanding and unpaid judgments against him arising from or growing out of failure to perform work under a construction contract or failure to perform work in a good and workmanlike manner; or
(3) Has made material misrepresentations to the Building Department or its agents to obtain such building permit.
