If a proposed subdivision or development includes land that is zoned for commercial or industrial uses, the proposed subdivision or development shall be subject to the submittal and approval of a separate site development plan by the Planning and Zoning Commission. In reviewing such site development plan, the Planning and Zoning Commission shall have the authority to modify and/or reduce the requirements of this Zoning Ordinance when, on the basis of evidence submitted by the Owner/Developer, it is determined that such modification is warranted.
