(a) A garbage and refuse disposal district is hereby created pursuant to Ohio R.C. 343.01 and 343.03.
(b) The boundaries of such district shall be all areas within the City, as presently existing or hereafter annexed.
(c) The Board of County Commissioners is hereby authorized to proceed with the construction of a trash transfer facility within the district.
(d) The County is hereby authorized to proceed with the operation, maintenance and repair of the facility, provided that no cost is to be borne by the City.
(e) The County is hereby delegated all powers necessary to operate the facility, including the power to adopt regulations which set forth operating procedures and rates.
