The Safety Director, with the advice and consent of Council, is hereby authorized to enter into contracts for supplementary service in the time of extraordinary demand and/or mutual aid contracts with surrounding governmental units. Extra territorial service should be limited to such as is covered by contract or in the event no contract exists then only if life is immediately in jeopardy, but not merely to provide a higher level of medical care than exists in that jurisdiction at the election of the officials of such jurisdiction. Primary coverage shall inure to the benefit of the City and its citizens and those areas under contract.
