(a) The funds received from the collection of the rates and charges provided herein shall be deposited regularly with the Treasurer, who shall keep the same in a separate fund designated "Sanitary Sewer Fund". This fund shall be used solely for operation, maintenance, repair, replacement, management and debt service of the Sewage Disposal Works System and shall not be used for any other purposes which would be contrary to the purposes permitted under Ohio Revised Code 729.52.
(b) (1) Inside City. For the purposes provided in Section I, there is hereby charged to each user situated within the corporate limits of the City of Circleville, having any active sewer connection with the sewerage system of said City of otherwise discharging sewage, industrial wastes, water, or other liquids, either directly or indirectly into the City's sewerage system, sewer charges in the amount determinable as follows:

(2) Outside City. (3) When more than one dwelling unit or occupancy is served by a single service line, the charge shall be the applicable rate schedule applied to the average usage multiplied by the number of units and added to the service charge.
(4) The sanitary sewer rate schedules and charges, as herein defined shall be placed in effect and shall apply to all bills rendered on and after January 1, 2021, on and after January 1, 2022, on and after January 1, 2023, on and after January 1, 2024, and on and after January 1, 2025.

(c) In accordance with Section 925.18, a surcharge over and above the charges set forth in subsections (b) and (c) hereof, shall be levied on all flows and loadings in excess of 300 mg/l biochemical oxygen demand (BOD), 500 mg/l chemical oxygen demand (COD), and 300 mg/l suspended solids (SS) as follows:

(f) The sanitary sewer rate schedules and charges, as herein defined in this section inclusive, shall be placed in effect and shall apply to all bills rendered at the earliest period allowed by law for 2015 increases, on and after January 1, 2016, and on and after January 1, 2017.
(g) When more than one dwelling unit or occupancy is served by a single service line, the charge shall be the applicable rate schedule applied to the average usage multiplied by the number of units and added to the service charge.
(h) For the purposes of subsection (e) hereof, the Director of Public Service may designate characteristics on which to base charges in special situations on submission of proof that waste discharges have other than expected overall average concentrations and with provision of positive identification procedures.
