If the Director of Public Service is satisfied that a portion of the water from any source consumed upon any premises does not and cannot enter the sewers, then the owner or other interested party may, at the owner's or other party's expense, install and maintain such separate metering devices as shall demonstrate to the satisfaction of the Director that portion of the water so consumed which is discharged into the sewers, such portion to be the basis for measuring the flows and loads under this section.
