(a) It is hereby declared necessary to construct, maintain and operate, in or outside the City, the necessary sanitary sewers, lift stations, sewage treatment works and appurtenances for the use of the inhabitants of the City.
(b) It is hereby further declared to be necessary to the protection of the public safety, health, welfare and convenience to establish and collect user charges from all lots, lands, and premises served by or having connections, either directly or indirectly, with the sewage disposal works of the City. It is further declared to be necessary that the establishment and collection of such user charges are in compliance with the United States Environmental Protection Agency rules and regulations as published in the Federal Register, September 27, 1978, Volume 43, Number 188.
