The City may inspect the monitoring facilities of any user to determine compliance with the requirements of this chapter. The user shall allow the City or its representatives to enter upon the premises of the user at all reasonable hours, for the purposes of inspection, sampling or records examination. The City shall have the right to set up on the user's property such devices as are necessary to conduct sampling, inspection, compliance monitoring and/or metering operations, and to make copies of such records as deemed necessary.
