925.24 MONITORING FACILITIES.
   The City shall require any major industrial user and may require, at the Director's discretion, any other industrial user discharging industrial wastes to provide and operate at the user's own expense, a monitoring facility to allow inspection, sampling, and flow measurement of each sewer discharge to the City. The facility shall be approved by the City prior to its installation. The industrial user shall also obtain approval from the City before changing its once approved sampling location. Each monitoring facility shall be situated on the user's premises, except where such a location would be impractical or cause undue hardship on the user, the City may permit the facility to be constructed in the public street or sidewalk area providing that the facility is located so that it will not be obstructed by landscaping or parked vehicles. There shall be ample room in or near such sampling facility to allow accurate sampling and preparation of samples for analysis. The facility, sampling, and measuring equipment as may be required shall be maintained at all times in a safe and proper operating condition at the expense of the user. Construction shall be completed within 120 days of receipt of permit by the user.
