925.08 SEWER CONNECTION PERMITS.
   (a)   The building sanitary sewer, which may also be called the house sewer or house connection, from five feet outside the inner face of a structure wall to the public sewer is a private sewer and is the responsibility of the property owner to install, repair and maintain even though part of this sewer may have been constructed by the City.
 
   (b)   A private sanitary sewer used to collect sanitary sewage from a group of buildings may be installed upon approval of the Director if the location and arrangement of the private collection sewer is not needed as part of the public sanitary sewer system. The private collection sewer shall meet all requirements of the City and shall be installed, repaired and maintained by the property owner.
 
   (c)   Whenever a building sewer and/or a private collection sewer is to be connected with a public sanitary sewer line under the control and jurisdiction of the City, the owner, agent or lessee of the parcel of real estate from which the sewer line shall extend to the public sewer line shall first obtain permission in writing from the Department of Public Utilities upon forms to be furnished by the Department.
 
   (d)   Whenever a building sewer and/or a private collection sewer is to be constructed, either all or in part, within a public street or rights-of-way, the owner, agent or lessee of the parcel of real estate shall obtain a street opening permit from the Department of Public Service prior to commencing any such construction work within such public street or rights-of-way.
