Whoever violates any of the provisions of this chapter shall, in addition to other penalties provided by law, be fined not less than twenty-five dollars ($25.00) nor more than five hundred dollars ($500.00) or imprisoned not more than thirty days, or both. The Solicitor is hereby authorized upon the request of the Public Utilities Director, to go into any court, in law or in equity, to enforce any provision hereof.
