(a) No person shall deposit filth or any deleterious substance or commit any damage or nuisance of any kind upon the grounds set apart for the use of the water works or any part or portion of the water works system.
(b) Unless authorized by the Director of Public Utilities, no person shall tamper with or do harm or attempt to do so to any portion of the water works system or to any part of the water works system upon the premises of private owners unless authorized by the owner.
