It is the intent of this chapter that all questions of interpretation and enforcement shall first be presented to the Service Director of the City. Such questions shall be presented to the Sidewalk Commission only on appeal from the decision of the Service Director, and recourse from the decisions of the Commission shall be only to the courts as provided by law. It is further the intent of this chapter that the powers of Council in connection with this chapter shall not include hearing and deciding questions of interpretation and enforcement that may arise.
