Council, by resolution, may approve all or any sectional part of such plans and specifications and order the construction or repair of such specified sidewalks, curbing, or gutters. A written notice of the passage of such resolution shall be given to the owner or agent of the owner of each parcel of land abutting upon such improvement in the manner provided by law.
