The Director of Public Service is hereby authorized to:
(a) Close any street, alley, or public right of way or portion thereof to vehicular traffic or pedestrian traffic when such street, alley, or public right of way is in the process of construction, reconstruction, or repair.
(b) Control the materials used, method of construction, and final approval of all openings in the public right of way.
(c) Require the removal of any items blocking the flow of water in the public right of ay.
(d) Approve the location of all overhead and underground public and private utilities within the public right of way.
