Any person or firm engaged in or employing others in excavating or opening any street, sidewalk, alley, or other public right of way shall have such excavation or opening fully barricaded at all times. The barricading shall be performed in accordance with the latest edition of the Ohio Manual of Uniform Traffic Control Devices.
