No person, other than the Director of Public Service or the authorized employees or agents of the Director, shall make any opening in or cut into, break, or otherwise disturb any street, alley, sidewalk, curb, gutter, or public right of way within the City unless a permit therefor shall have been obtained, prior to the commencement of the work, as herein provided.
