Applications for a variance to this franchise, to accommodate a significant change in circumstances, to prevent unreasonable hardship to the grantee, or to permit technical variations which shall satisfy the purpose of this franchise, may be made by the grantee to the City. The Mayor or the Mayor's designate shall review the application within a reasonable period of time and shall promptly issue a report to Council of any findings of the City and recommendations thereon. Council shall act on the application within thirty days after the issuance of the report.
