The City possesses the authority to grant a franchise for cable system operation within the City's territorial boundaries by virtue of the power granted by the Constitution and laws of the State of Ohio, the City hereby exercises its authority to grant this nonexclusive franchise permitting the grantee to operate a system within the cable service territory under the terms and conditions set forth herein.
