(a) During the month of April of each year, every operator of a public swimming pool proposing to operate a public swimming pool during any part of the next twelve months shall apply for a permit therefor from the Board of Health.
(b) Any person who, subsequent to May 1 of any year, proposes to operate a public swimming pool during any remaining part of the year shall apply for a permit therefor from the Board of Health not less than ten days before the pool is to be opened.
