As used in this chapter:
(a) "Public swimming pool" means any structure, basin, chamber or tank containing a body of water for swimming, diving or recreational bathing and having a depth of two feet or more at any point, other than a private residential swimming pool, intended to be used collectively by a number of persons for swimming or bathing, operated by any person, whether he is an owner, lessee, operator, licensee or concessionaire, regardless of whether or not a fee is charged for such use.
(b) "Board of Health" means the Board of Health of the Pickaway County General Health District as created by Ohio R.C. 3709.02, or any Board of Health established by the City or under contract for services thereto.
(c) "Health Commissioner" means the person occupying the office of the Pickaway County General Health District created by Ohio R.C. 3709.11, or his authorized representative, or the Municipal Health District, if applicable.
(d) "Person" means any individual, firm, partnership, association, corporation, company, governmental agency, club or organization of any kind.
(e) "Operator" means the person who is responsible for operating a swimming pool.
