No taxicab shall operate unless a Taxicab Operating License therefor has been issued to the owner and is in force. Every license shall expire on December 31, of the year for which it is issued. The annual fee shall be twenty-five dollars ($25.00) and shall be in addition to the fee required under the laws of the State on all motor vehicles. A copy of said Taxicab Operating License must be displayed in the vehicle or available for review upon request from passengers or Law Enforcement Official.
