733.02 TAXICAB BOARD.
   A Taxicab Board, consisting of the Mayor, the Police Chief and the Public Safety Director, is hereby created for the purpose of determining the interests of the public in the issuing of Taxicab Operating Licenses in the City, for the issuance of such licenses and other licenses as hereinafter provided and for the regulation of taxicabs. The Taxicab Board shall meet, at such times and at such places as may be designated by the Chairman of the Board, to consider applications for Taxicab Operating Licenses and to transact such other and further business with which it may be charged by this chapter. However, the Chairman of the Board shall, within ten days after any application for a Taxicab Operating License has been filed with the Secretary of the Board, call a meeting of the Board for the purpose of considering such application. Such hearing shall be held within twenty days from the filing of the application and completion of vehicle inspections. Vehicle inspections must be completed within ten days of application and an Officer of the Police Department, to be determined by the Chief of Police, will do said inspections. Each applicant shall be notified of the time and place of the hearing of his application for Taxicab Operating License by letter from the Secretary of the Taxicab Board, addressed to the address given in the application and mailed at least three days prior to the hearing or it may be hand delivered within two days of said hearing. Two members of the Board shall constitute a quorum for the transaction of business and two votes shall be necessary to approve the application. The Board is authorized and empowered to establish and adopt such rules and regulations governing its procedure and duties as are reasonable, necessary and not inconsistent with the terms of this chapter. The Mayor shall act as Chairman of Board and the Police Chief as Secretary. The Secretary shall keep a record of all proceedings of the Board.
