721.03 FENCE REQUIRED; LICENSE FEE; REVOCATION.
   No person shall operate and maintain a junkyard within the Municipality without first obtaining a license to do so from the Auditor of the City. Any person operating a junkyard prior to the effective date of the provisions of this chapter is entitled to be issued a license or a renewal thereof upon payment of the fee provided for in this section. Any person operating or maintaining a junkyard within 1,000 feet of a State highway or any other public thoroughfare prior to the effective date of this chapter, shall have six months after this chapter becomes effective to erect the required fence if such junkyard is not obscured by natural objects. If, after the effective date of this chapter, a junkyard is established within 1,000 feet of a State highway located within the City or any other public thoroughfare, it must be so located that the view thereof from such road shall be obscured by natural objects or a fence. If the yard is so obscured, the person operating or maintaining it shall be entitled to a license.
   The fee for a license issued under this section is twenty-five dollars ($25.00). All licenses issued hereunder shall expire on January 1, following the date of issuance. A license may be renewed from year to year upon paying the Auditor of the City the sum of ten dollars ($10.00) for each such renewal. All licenses issued hereunder shall be signed by the Mayor.
   All fees paid under this section shall be for the use of the City and shall be credited to the General Revenue Fund of the City.
   Any license or renewal thereof issued under this section may be revoked by the Auditor after both reasonable notice and the opportunity to be heard for any violation of any provision of this chapter by the licensee or by any of his officers, agents or employees. Whenever a license has been revoked under this section the Auditor shall not issue another license to such licensee, to the husband or wife of such licensee, or to any partnership or corporation of which the licensee is an officer or member until the expiration of at least one year from the date of the revocation of such license.
