711.03 RECORD OF ACQUISITION.
   (a)    Every dealer in second-hand articles shall keep accurate daily records of all transactions in a book which shall be legibly written in hand printing or in ink or typewritten in the English language at the time of purchase of any second-hand article or articles. These records shall include a complete description of the article purchased, including all brand names, dates, serial numbers, model numbers, and words or initials inscribed on the property; the amount of money given or received for the merchandise; the name, date of birth, and personal description of the person or persons from whom such purchase was made, the date and hour of such purchase; and the motor vehicle operator's license number or state identification card number of the person from whom the articles were received by the dealer. This statement of information shall also be signed in the book by the seller of such merchandise. Further, such book shall be substantially bound, and of a size not less than six inches in length and width. No entry in such book shall be erased, obliterated, altered or defaced.
   (b)    Any person prior to purchasing any second-hand articles for the purpose of resale to the general public, shall examine the seller's driver's license or identification card issued under Ohio R.C. 4507.50 and 4507.52 and one additional type of card typically used for identification purposes. (For the purposes of this section, the purchaser may utilize the written record he is required to keep where applicable under subsection (a) hereof and add to it the identification required by this section.)
   (c)    The purchaser shall retain the written record for at least one year and shall make the record available for inspection by any law enforcement officer at all reasonable times.
   (d)    Other methods of recording data, keeping records and keeping books, such as electronic or computerized methods, may be used in lieu of the methods described in this section, provided written printouts or hard copies of the required data are readily available in a form approved, in advance, by the Division of Police, and the seller signs a printout or hard copy of the required data to certify its accuracy.
   (e)    The requirements of this section shall apply to any transaction undertaken by a swap shop/second-hand dealer, even if the transaction is to or from another swap shop/second-hand dealer.
