Upon application, the Mayor shall, at his discretion, grant or refuse the applicant a license to practice astrology, fortunetelling, clairvoyancy or palmistry within the corporate limits of the City. Before such license may be granted, the applicant shall pay a license fee of fifty dollars ($50.00). In the event of any abuse of such license by the applicant or any wrong or injury committed by the licensee by virtue of such license, the Mayor shall immediately revoke the license and the license fee shall be forfeited to the City.
