This chapter shall be applicable to every person who, within the period of five (5) years, immediately prior to his arrival in the City, has been convicted on two (2) or more separate occasions in any court of any state of a crime which is a felony under the laws of the United States Government or which, if committed in this State, would have been a felony under the laws of this State.
