(a) Regulations. Snow removal by private citizens and contractors within the City shall be completed in such a manner so as to facilitate the cleaning of streets, expedite the free flow of vehicular traffic, and otherwise protect the citizens of the City in the event of any emergency. For this purpose, the following regulations are hereby provided to, and at all times be followed by the citizens of the City subject to the penalties hereinafter set forth:
(1) No person shall place or cause to be placed snow from any driveway, curb, sidewalk or parking lot onto any street, highway, thoroughfare, alley or public roadway in such a manner that it hinders the cleaning of streets or obstructs the safe and free flow of vehicular traffic.
(2) No person shall place or cause to be placed any snow in front of or around any fire hydrant or storm sewer within the City.
(b) Penalty. Any person or persons violating the provisions of this section is hereby guilty of a minor misdemeanor, with each day being a separate violation.
