Each parking meter shall be constructed so that, upon the insertion of a required coin, and in some cases followed by the turning of a handle, a specified time or period for lawful parking will be displayed by an indicator in or on its dial. Upon expiration of such period, unless or until further coins are inserted, notice of a parking violation will be displayed on the dial of such meter. Each meter shall indicate by proper legend the legal parking time limits and the meter rates.
