351.14 PARKING TIME LIMIT.
   (a)   No person shall park any vehicle upon the streets of the City for a continuous period of more than twenty-four hours adjacent to any parcel of land not owned by or in control of the person parking the vehicle. Any person with the right to the possession of the adjacent property who is adversely affected by any vehicle parked for a continuous period of more than twenty-four hours may cause action to be taken by the Police Department to have the vehicle removed.
   (b)   Any vehicle which is left unattended upon any street in the City for a continuous period of more than twenty-four hours which adversely affects the adjacent property owner shall be presumed to be an abandoned motor vehicle and subject to impoundment.
