(A) Officers and employees, when authorized to travel in the performance of his or her official duties, and using his or her own means of transportation, shall be entitled to collect a mileage allowance for the distance actually traveled by automobile, or for the shortest regularly traveled automobile route when travel is by private plane.
(B) The rate of such mileage allowance shall be that specified by the state.
