(A) All appointments to the police force shall be made by the Mayor, subject to the approval and consent of the Council. All officers shall be appointed first for a probationary period of 12 months and thereafter, if such probationary service has been satisfactory, permanently.

(B) All members of the Police Department, at the time of his or her appointment, shall not be less than legal age by law. All law enforcement officers must meet the physical conditions as set in the job description.
