(A) Council procedures shall be prescribed by state law.
(B) The Council shall determine its own rules and order of business, and shall provide for the keeping of a journal of its proceedings.
(C) The Council shall have one regular meeting per month with special meetings as required.
(D) All meetings shall be open to the public except in such circumstances as are prescribed by state law.
(E) All documents and records of transactions of the Council shall be public records.
