§ 30.05 POWERS AND DUTIES OF THE COUNCIL.
   (A)   The Council shall be the legislative and policy determining body of the town.
   (B)   In addition to the general powers set forth in MCA § 7-5-4101, the Council shall have power to:
      (1)   Adopt ordinances and resolutions;
      (2)   Establish departments, offices, or agencies in addition to those created by the Charter of the town, and to prescribe their function;
      (3)   Raise and borrow money, subject to the limitations provided by law;
      (4)   Make appropriations for town purposes;
      (5)   Approve all contracts;
      (6)   Cooperate in the exercise of any function, power, or responsibility with one or more other local governmental units, school districts, the state, or the United States;
      (7)   Provide for an independent audit of the finances of the town;
      (8)   Adopt and approve the budget;
      (9)   Authorize and appoint community councils to advise the Town Council;
      (10)   Confirm the members of all boards and commissions, except those temporary advisory committees established by the Mayor;
      (11)   Provide for a review of all codes every six years; and
      (12)   Conduct all meetings of the Board of Adjustments.
