The alley running east to west through block 10 of the First Addition of the town is hereby declared closed. The town reserves the right to keep intact and maintain all electrical distribution poles not situated on the alley or any addition which the town may deem necessary. If at any time the lot owners of block 10, First Addition, wish the distribution system poles removed from said alley, they must bear all expense incurred in removing the distribution system and all expenses in relocating said distribution system on some other street or alley.
